The Website(https://github.com/Blizzard/s2client-proto/issues/new) list the supported version of SC2 in the file(s2client-proto/buildinfo/versions.json),
Can the new version(4.11-4.12) of SC2support s2client on windows?

yes it can, you just have to verify that whatever library you are using or if using this directly you verify the abilities and some other data as it may not be up to date with the current game version
