If a log doesn't exist, and today isn't the inception date, expicitly print that in the log #26

Due to time-zone / UTC crossovers, I had the inception date off by a date and it took me a few minutes to notice.

It would have been helpful to explicitly mention it isn't the inception date (perhaps logging the current date and inception date), instead of "err":"couldn't fetch checkpoint from lock database: checkpoint not found". I know what that means but I suspect other people less familiar with Sunlight might not.
