Is your feature request related to a problem? Please describe.
Some dashboard setups involve sharing the space above the Driver Station with multiple applications, such as the example shown below with Shuffleboard. The minimum window width for Elastic is quite large, which makes it impossible to use with these kinds of layouts. Window layering isn't a viable solution since we need to be able to interact with the dashboard without hiding content from other windows.

Describe the solution you'd like
A smaller minimum width would enable these kinds of layouts. This may require dynamically hiding parts of the UI (in the title and status bars) to avoid overlap.

- Dynamically hide title if window is too small
- Shrink menu bar buttons
- Move update icon into tab bar
