The following new spec points:

CHA-RL2i: Adds a "wait for current operation to complete" to DETACH operation
CHA-RL3k: Adds a "wait for current operation to complete" to RELEASE operation; replaces CHA-RL3c which said that if the room is RELEASING, then RELEASE should wait for that operation to complete
Confirm that the newly-added CHA-RL7 (not marked as Testable) is non-normative; i.e. that it describes an intention which is implemented by other spec points.
