Describe the bug

I am trying to build aws-sdk-cpp with the following steps:

sudo apt-get install libcurl4-openssl-dev libssl-dev uuid-dev zlib1g-dev libpulse-dev
git clone --recurse-submodules https://github.com/aws/aws-sdk-cpp
cd aws-sdk-cpp
mkdir build
cd build
cmake ../../aws-sdk-cpp -DCMAKE_BUILD_TYPE=Release -DCMAKE_PREFIX_PATH=/usr/local/ -DCMAKE_INSTALL_PREFIX=/usr/local/ -DBUILD_ONLY="s3;cognito-idp;rds;secretsmanager"
make

and I am getting the following error:

aws-sdk-cpp/crt/aws-crt-cpp/crt/aws-c-io/source/s2n/s2n_tls_channel_handler.c:26:14: fatal error: s2n/unstable/cleanup.h: No such file or directory

   26 | #    include <s2n/unstable/cleanup.h>

   26 | #    include <s2n/unstable/cleanup.h>

Reproduction Steps

sudo apt-get install libcurl4-openssl-dev libssl-dev uuid-dev zlib1g-dev libpulse-dev
git clone --recurse-submodules https://github.com/aws/aws-sdk-cpp

when i run those commands in a clean docker container it works

FROM public.ecr.aws/ubuntu/ubuntu:24.04

# Install dependencies
RUN apt update
RUN apt install build-essential -y
RUN apt install git cmake libcurl4-openssl-dev libssl-dev uuid-dev zlib1g-dev libpulse-dev -y

# Build and install SDK
RUN git clone --recurse-submodules https://github.com/aws/aws-sdk-cpp && \
    cd aws-sdk-cpp && \
    mkdir build && \
    cd build && \
    cmake -DCMAKE_BUILD_TYPE=Release \
      -DCMAKE_PREFIX_PATH=/usr/local/ \
      -DCMAKE_INSTALL_PREFIX=/usr/local/ \
      -DBUILD_ONLY="s3;cognito-idp;rds;secretsmanager" .. &&\
    cmake --build . && \
    cmake --install .

so I would suggest looking for the difference between your environment and a clean environment. likely the same root cause as #3229
