描述错误

译文服务商选择None时，会无法进行语言编译的翻译动作。

复现

再现行为的步骤：

创建一个新的Localization Editor
译文服务商选择"None"
收集并统计设定完毕
语言编译新增一个随意的语言
在新的语言的左手边的操作点击"翻译"
弹出Error视窗

预期行为

不选择译文服务商时，应该也能进行"翻译"的操作才对。
