Bot comment is not showing on Github pull request while the report is uploaded successfully.

Environment (please complete the following information):

• Github APP

Expected behavior
Codecov bot comment about coverage changes after workflow in new pull request is completed.

Screenshots
The coverage data will be shown on Github once I merged the PR.

Permission should be OK:

This function was working last year.
lanpa/tensorboardX#721

I've tried to recover the bot, but the best I can do is make it post the coverage result after I merged the PR.
Running with both https://github.com/marketplace/actions/codecov and codecov CLI has the same result.
