Configure API calls without human intervention. #53

The API calls made by GeocodeData.py and GenerateParties.py should be able to be run by a cron job without it blowing up when it hits the request limits set by Google.

This should now be true for the geocoding one.

We have funding, can't we just pay Google to increase the limit?

I talked to someone from Google and unless we can get recognition from them as a nonprofit (http://earth.google.com/outreach/program_details.html) it starts at $10,000/year.
