The mkosi base image has been downgraded to fedora 39 in #2243 to address a problem that was introduced between 6.12.8 and 6.12.9

The distro has reached EoL and will receive no further updates. We need to understand the root-cause of the regression for peerpod and possibly adjust our code accordingly (assuming it's not a kernel regression).
