sdk publishing is broken

.sha512 files have the wrong filename (they are named the same as the original files) and are placed in the wrong folder.

I think that's the reason for the broken official builds: https://dnceng.visualstudio.com/internal/_build?definitionId=140

The fix in arcade was merged. Let me know if this should stay open for some reason (like tracking flow of the fix).
