I've looked at #168, but this is a slightly different issue and I figured it deserved an issue of its own.
The states listed for the United Kingdom are far too specific. It's listing many county councils and small boroughs, which are more relevant for the Cities list than the States list. Each of the boroughs of London are not counted as states, nor are any borough councils. The closest equivalent to a state that the UK has is a county.
In my opinion (as a Brit), the States list should be using the current Lieutenancy Counties, defined in https://en.wikipedia.org/wiki/Lieutenancies_Act_1997.
I don't particularly mind which list of counties is used (there are a few competing standards, postal vs historic vs ceremonial, etc.), but my main concern is the inclusion of some cities, city boroughs, and metropolitan and non-metropolitan districts. Districts are far too small and aren't considered 'States'.

Well, yeah - there metropolitan counties, unitary authorities, and non-metropolitan counties. But they're all roughly the same status as far as a 'States' list is concerned.
