There are 2 autonomous cities (ciudades autónomas) and 17 regions (comunidades autónomas) in Spain. Also there are 50 provinces (provincias) that belong to regions (some regions have only one province). In current data, provinces and autonomous cities are displayed but also Canarias that is an autonomous region with 2 provinces (Las Palmas and Santa Cruz de Tenerife) that are already in the data.
There are 2 options to show the whole territory:
Displaying provinces (50) and autonomous cities (2)
Displaying regions (17) and autonomous cities (2)
I don't think is a good idea mixing provinces and regions in states and, of course, including ones and not others avoids the possibility of using the feature. Ideally, the api would have a hierarchy, with 2 levels of states so we could have regions (level 1) and provinces (level 2).
Easiest solution would be deleting Canarias so the api would offer a division of the whole territory, for example, for parcels or postal services.
