should modify our current system for generating datapackages to use the datapackage-pipelines framework

this will allow to have more control and visibility over the datapackage creation process

I tried to do it but our code is Python 2.7 (for compatibility with old Open Knesset code)

opened an issue to have the low level library python 3 compatible - hasadna/knesset-data-python#19
