Remove vestiges of no-longer-used Data API.

Remove cgi/pageimage.tt
Remove cgi/HTDataAPI.pm
Remove page == 'pageimage' clause from cgi/header.tt
Remove GetPageImage() method from cgi/CRMS.pm
Remove local configs for data_api_access_key and data_api_secret_key (these are in the repo with sample values, in credentials.yml and credentials.local.yml.sample).
