Step one is "Navigate to File->Settings->Plugins"
This menu option doesn't seem to exist in Webstorm 5.0. Instead you have to open the Plugin Manager from the welcome screen.

AngularJS plugin is now bundled into WebStorm 8.0, so this is effectively fixed =)
