Enhance simplify so that it can be directed to only make mathematically exact simplifications?

For example, it should be possible to tell it not to replace sqrt(2) (or 2^(1/2)) by 1.4142135623730951 since that is just an approximation. For more discussion on this and an initial partial implementation, see #2905
