Detect and error out when a container fails to start properly

If the container name is spelled wrong, or the command is bad, etc. the task may not start. This leaves the state machine retrying "Waiting for ECS..." for 5 minutes. It should check the service to see if there's errors starting the tasks entirely and error out.
