After running DISM command line tools, Mouse Highlighter keeps showing the Primary button highlight. More precisely, this issue occurs after running the scanhealth command - DISM /Online /Cleanup-Image /ScanHealth.

Hi, Can you please give more details?
What do you mean that Mouse Highlighter keeps showing the Primary button highlight?
You mean it won't go away?
You mean it was not activated and suddenly it activated?
Would like to get more details before giving it a try since this can be a command that takes quite a bit of time.

Yes. It won't go away? The highlighted circle gets stuck on the screen.

I think I was able to repro something similar. To do it, start pressing outside an Administrator window, then drag the mouse to the top of an administrator window. Try to drop it there, but it won't drop. Next, try to click on a non administrator window and the highlight will get stuck there.

Thanks. Yes. You reached there. You can see this in my video. I use to make videos. This thing gives an awful experience. You can check it on my video. The mouse highlighter started appearing continuously at 3.00 minutes.

Thanks @nkumar2171 , I can't see video because e-mail to GitHub doesn't keep attachments 😅 I assume this is the issue, though. We can't register the mouse hook unpress or presses when over administrative windows or when focused to administrative windows. You might have another way here which is to run PowerToys elevated (as admin). That way you won't have this issue, since PowerToys will be able to still catch the mouse events.
