use_version: check for remotes used in DESCRIPTION #2092

use_version converts DESCRIPTION and NEWs files from development version to the appropriate version number.

It asks this nice question if we want to commit the files.

Is there anyway to add prompt around Remotes being found in the DESCRIPTION file and ask the developer if it should be removed?
