Startup Latency

Hello,
I have a question regarding the startup of batch processing,there are so long latency. I always need to make multiple double-click to operate the process. In addition,other operations are also like previous operation. I am not sure whether some problems of my PC.

I have inspected my PC but no noticeable problem could be found. Are there someone experiencing the same problem like me? Do you have some effective solution to solve it. If so, I would appreciate it if you can provide me the key solutions.
