TypeScript NYC Talk Submission

Talk Title: Type definitions: a necessary evil

Talk Description: I'll talk about what external type definitions are, why they're necessary, how to use them, and what some of their drawbacks are. We'll talk about DefinitelyTyped, @types and how type definitions are updated and tested. We'll also look at the slightly different approach Flow takes towards this.
