Water temp: static historic context view

Dave and Pat Lambert are requesting that having a static view example of this would be awesome. If we go this route, we have talked about outsourcing some of the data processing to others, like Steve M. This is a nice-to-have.

Send R script to Steve
Mock up static view
Decide where to put map
Update map when data is processed

Mock up static view - David had done this earlier. Will just need to adjust colors if we actually move out on this approach.
Decide where to put map - we had talked about the Q/A pages.
Update map when data is processed - moving to "blocked" since this is only going to get worked on if we get the processed data.
