This is related to #19 where most of the discussion happens. It seems to me that a proposal can only be given when there is a better agreement about what we would like. One language, RDF 1.2, with optional "weaker conformance", ignoring some of the "MUST"s; or a full-fledged "classic" profile of RDF 1.2, to which one can decide to conform only.
