GPU Power Usage Graph not Calculating #2401

Brief description of your issue

My GPU power consumption/usage in the GPU graphs doesn't display anything above 0% despite being under load. The details pop out also shows 0%. I have a 7800XT and I experienced this with my older 6800XT too.

AMD doesn't provide the information to Windows via D3DKMTQueryAdapterInfo:
