Deduplicate payloads published to multiple originators (as well as when switching gateways)

This is one of the issues from the original task list so it might already be encapsulated in the newer batch of work.

We generally do not submit the same payload to multiple originators, but it is theoretically possible for trust reasons.

This is not needed for the initial release.
