Users that run on a system without z/OSMF need complete manual instructions on how to build and deploy the sample service. Perhaps we should update the documentation here for this scenario: https://github.com/zowe/sample-spring-boot-api-service/blob/master/zowe-rest-api-sample-spring/docs/zos-deployment.md#manual-deployment
