Adds a workflow to run the translation formatting action. At first we'll run the workflow on this PR to generate the necessary translation changes to fix all the backlogged issues. After merging that, we'll add
pathsto the workflow so it only runs when the translation files are modified. This will prevent someone getting all the backlogged fixes in a random PR that adds a single new term.GAUD-7403: Set up Gaudi repo - core
