Includes the
requestspatch for GHSA-9wx4-h78v-vm56. This vulnerability is not exposed through the use ofrequestsinits_preselector.Also adds metadata indicating support for Python 3.11 and 3.12. Tox configuration tests Python versions 3.8-3.12 on Ubuntu 20.04 and Windows (latest). Also updates pre-commit hooks to latest versions and runs them on all files.
