You can't just translate the main README file to a different language since it applies to everyone.

You could propose a translations folder and put it there instead of changing the default translation

normally the default readme should not be changed, but you could propose an another folder named maybe docs or documentation and do that for different domains docs/en , docs/de, and so on ... its up to the owners, but I think english is more then enough, a developer should know english ...
