Per python/peps#4114: this imports the standard language parts of PEP 740, putting them in their appropriate living specs.
PEP 740 also stipulates changes to PyPI's upload API, which isn't currently standardized. Instead of inviting confusion there, I've removed that section of the PEP from the living spec and instead linked to Warehouse's upload API docs, which describe how attestations are uploaded on PyPI itself.
